Local Conditions

What Building Near the Cascades
Actually Changes

Sisters sits closer to the Cascade crest than Bend does, and the weather reflects it — more snow, and storms that arrive earlier in the fall. That matters most for exterior work. We try to get additions dried in before the weather turns rather than framing through it, which is why the scheduling conversation for a Sisters addition usually starts with what season we can realistically break ground.

The other factor is the forest. Sisters is surrounded by Deschutes National Forest, and homes at that edge benefit from ignition-resistant siding and roofing, ember-resistant vents, and careful detailing where the roof meets the walls — the spots where embers collect. Combined with defensible space around the structure, those choices do more for a house out there than any one product claim. When a remodel already has the siding off or the roof open, it's the cheapest time you will ever get to make those upgrades.

On county property, the rural infrastructure questions come first. Septic capacity, well output, and driveway access all constrain what you can add before zoning ever enters the picture — particularly for an ADU or an addition that adds bedrooms. We check those on the first visit so the design starts from what your site can actually support.

Do you charge a travel fee for Sisters projects?+

No. Sisters is about 25 minutes from our Bend shop straight up Highway 20 and it's inside our regular service area, so your bid isn't padded for the mileage. What the drive does change is how we schedule — we stage materials on site and keep the crew out there for full days instead of running back and forth.

Does the Western design standard apply to my house in Sisters?+

Probably not, if you're doing interior work or you're outside the downtown core. Sisters' Western-frontier architectural standards are aimed primarily at the commercial downtown, which is why the town looks the way it does. Ordinary residential remodels and additions elsewhere in town are reviewed against the standard development code. That said, exterior changes visible from the street are worth confirming before design gets far, and we check the applicable standards with the City during the scope phase rather than after.

Who issues building permits in Sisters, Oregon?+

Properties inside city limits go through the City of Sisters. Everything outside — Tollgate, Crossroads, Black Butte Ranch, Indian Ford, Aspen Lakes, and the acreage along Camp Polk and Cloverdale roads — goes through Deschutes County. Which one you're under changes the review timeline and sometimes the septic and setback requirements, so we confirm jurisdiction on the first site visit and handle the applications either way.

Can I build an ADU on a property near Sisters?+

Often yes, and the larger lots around Sisters make detached ADUs easier to site than they are on a Bend infill lot. The constraints tend to be rural ones rather than zoning ones: septic capacity, well or water service, and driveway access for a second dwelling. On county property, whether your septic system can carry another bedroom count is usually the first question worth answering — before design, not after. Do you work at Black Butte Ranch and other HOA communities?+

Yes. Black Butte Ranch, Aspen Lakes, and several of the subdivisions around Sisters run their own architectural or design review in addition to county permitting. That's a second approval track with its own submittal requirements and meeting calendar, and it's the single most common reason a project in these communities takes longer than the owner expected. We build that timeline into the schedule from the start instead of discovering it mid-project.

What should I know about building in a wildfire-prone area?+

Sisters sits right against Deschutes National Forest, and that proximity is worth designing around whether or not any given rule requires it. When we re-side, re-roof, or add on to a home out there, we favor ignition-resistant materials, ember-resistant venting, and clean detailing at the roof-to-wall transitions where embers collect. Keeping defensible space around the structure matters more than any single material choice. We'll walk through the practical options with you during scope.
